Mourning and Resolution

A sampling from the minutes of the parliamentary body of Mourning.

First order of business, the orders of the day were read.

Item, a resolution from councilor Faz’t (racial designation, Tengu), On those who came before:

Whereas in a recent speech before the Mageocracy, it was indicated that the city of Mourning was not, as is widely held, built by elves who descended from The Mourner;
Whereas the avian legends have long held that avian ancestors of Tengu and Strix were once active on the planet’s surface;
Whereas certain biologists, in tracing the origins of Tengus and Strix, have made conclusions which seem to an observer to indicate that in fact Tengus and Strix did descend from surface dwelling proto Avians;
Whereas there is unallocated surface budget sufficient to more cover the cost of an archeological expedition with an eye towards avian construction of Mourning;
and Whereas to our knowledge, no non-avian group has come forward to make a claim on non-elven construction of the city of mourning in antiquity;
Therefore be it resolved that the City of Mourning shall allocate funds in order to explore and test the hypothesis that proto-avians who were themselves ancestors to contemporary Tengu and Strix were ultimately responsible for the construction and first-founding of the city of Mourning.

The resolution was seconded by councilor Brewlawn.
The resolution was debated.
A secondary motion to vote on the motion was introduced by Brewlawn after twelve minutes of debate. This motion was adopted by unanimous consent.
The resolution was thus voted upon, one was in favor (Faz’t), the remainder were opposed. The resolution was thu not adopted.

Item, a resolution from councilor Brewlawn, without title:

Whereas the city of Mourning was founded in late antiquity by the descendants of the Mourner;
Whereas the city of Mourning was built atop a subterranean lake, adjacent to which there were and are additional ruins;
Whereas the city of Mourning is majority elf-descent;
Whereas the city of Mourning is granted a special place in an Elf’s understanding of the world;
Whereas the Mageocracy of Mourning as well as the present body politic are the foremost democratic structures in the world;
and whereas there remains as has been noted a surface-related budget surplus;
therefore be it resolved that remaining unused funds from those endeavors shall support efforts in other realms to bring about greater and more democratic rule.

The motion was not seconded.

Item, a resolution from councilor-chairman Stlibri, On budgets:

Wherefore there remains a surplus of budget in existing allocation for surface expenditure;
Therefore be it resolved that such funds shall be returned to the general spending fund for the city.

The resolution was seconded.
The resolution was debated; after eight minutes of debate, councilor-chairman Stlibri called for a vote on the resolution. This secondary motion was approved by unanimous consent.
The resolution was thus put to a vote. The resolution was approved by a vote of 21-2 (Faz’t and Brewlawn were opposed, the remainder were in favor, councilor-chairman Stlibri abstained).

Item, a request from the office of adventurer relations, without title, which asks for a 5% increase in general budget due to a projected shortfall.
Request was read.

Item a motion originating with councilor-chairman Stlibri to allocate monies just vacated to this account.
Motion was seconded.
Councilor-chairman Stlibri requested passage by unanimous consent; a member objected.
Motion was put to debate. After five minutes, chair moved to vote on the measure. None were opposed.
Motion was thus put to a vote.
Motion was approved by a vote of 21-2 (Faz’t and Brewlawn were opposed, the remainder were in favor, councilor-chairman Stlibri abstained).
